Is is advisable to pretreat Ipe wood with Pennafin before building a deck that is low to the ground?

The deck once installed will have no access to treat the undersides of the boards. My previous deck was cedar and lasted 20 years. The underside of the Cedar deck is what had rotted. I am providing the most drainage and air cirulation that is possible under the circumstances but the foundation of the deck is still ground level with girders running across from low concrete posts.
